Job Summary
The Mohave County Public Works Department - Engineering Division, is currently recruiting for an Engineering Technician Senior in Kingman, Arizona.

Depending on qualifications, may underfill position. This posting may be used to fill current and future vacancies:

Engineering Technician Range 13, Steps 1-15: $20.48 - $33.85

Performs advanced- level technical civil engineering work both in the field and office. Positions at this level are normally filled by advancement from the Engineering Technician level. Positions at this level are distinguished from other classes within the series by the complexity of duties assigned. Incumbents perform the most difficult and responsible types of duties within the series. Incumbents at this level are required to be fully trained in all related procedures and expected to obtain current certifications such a Certified Floodplain Manager (CFM), Land Surveyor in Training (LSIT) Engineer in Training (EIT) or Geographic Information Systems Professional (GISP).


Work to be performed under direction of a higher level of authority.


The employee is expected to exercise initiative and independent judgment in accordance with established procedures and regulations. May exercise technical and/or functional supervision and assist in training staff at the Engineering Technician level or others as assigned.

Essential Job Functions

  • Provides technical assistance to less experienced personnel as required
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts.
  • Comply with Mohave County Personnel Policies and Procedures, and Department Regulations.


  • Guides, trains, reviews the work of, and oversees less experienced Engineering Technicians or others as assigned in learning, performing and completing job tasks which include, but not limited to, roadway design, inspection, testing, traffic analysis, surveying calculations, research, etc. Reviews work for accuracy and compliance to established requirements.
  • Knowledge of and ability to interpret drawings, designs, plans and plats of civil engineering and surveying projects.
  • May draft plans for roads, rights-of-way, structures and related construction projects.
  • May prepare and draft as-built plans for completed projects.
  • Calculates dimensions, grades, areas and quantities of materials.
  • Reviews and checks information from survey notes to include checking land boundary survey calculations.
  • Reviews subdivision improvement plans, minor land divisions, plats and drainage reports as to their compliance to regulations.
  • Prepares reports and estimates for quantities of material needed for civil engineering projects.
  • Collects engineering data as requested.
  • Inspects construction sites.
  • Maintain road inventory and road inspection database.


  • Inspects contracted construction projects at various phases of work-in-process and upon completion to ensure compliance with the various specifications, standards, approved plans and contract.
  • Issues notices and orders-to-comply to contractors and others working in County-owned Rights-of-Way to ensure compliance with guidelines outlined in County Specifications and County Details.
  • Inspects work sites and ensures safe and proper barricading, traffic control and other potential hazards such as proper signing for heavy equipment use.
  • Meets with contractors and others to discuss deficiencies and possible corrections and respond to inquiries of construction activities involved in contracted projects and rights-of-way.
  • Investigates complaints and notifies higher level of authority of the results of the investigation to determine the outcome of complaint.
  • Refers more difficult, unusual situations to higher level of authority.
  • Maintains logs and diaries documenting the contractor's work, inspection activities and other related data.
  • Prepares reports and correspondence as required.
  • Performs standard tests on soil, asphalt, concrete, plastic, liquids, and other materials as necessary to determine such items as compaction, moisture, density, and limits.
  • Performs computations such as: computing aggregate, quantities of materials used and results of soil and compaction tests.
  • Sets traffic counters to track traffic.
  • Assists in surveying activities with survey crews.


  • Performs related work as required.
  • Performs special assignments as requested.
  • Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.

Minimum Qualifications


  • High School diploma /GED (General Education Degree).
  • High school level courses in algebra, geometry and trigonometry preferably supplemented by college level course work or training in civil engineering principles and techniques.
  • Five (5) years of technical civil engineering experience.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

FIELD INSPECTION - Three (3) years of soil and material testing and inspection experience.


  • Must possess a valid driver's license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
  • Provide acceptable driving history at no cost to the County.

Knowledge, Skills & Abilities

Knowledge of:

  • The theory and practice of civil engineering planning, design, construction and surveying.
  • Interpreting and utilizing engineering plans, maps and specifications.
  • The application of engineering theory to complex field and office problems.
  • Investigation and inspection methods including soils, materials and equipment testing and data collection and reporting.
  • Remote sensing, & geography
  • Field survey and engineering methods and techniques.
  • Construction techniques and quality control procedures.
  • Drafting/GIS cartographic and design principles.
  • Federal, State, and local regulations, programs and standards such as Public Land Survey System (PLSS) Assessors' Parcel Databases & Arizona State Standards.
  • Advanced engineering computer systems software such as ESRI ArcGIS Suites, Autodesk CAD, Graphic Imaging, MS Access or specialized hydrologic / hydraulic systems.
  • Survey instruments and equipment used in surveying.
  • Land and construction survey methods and procedures.
  • Floodplain regulations and knowledge of hydrology.
  • Construction safety practices and traffic control involved in construction projects within the county rights-of-way.
  • Mathematics to include basic algebraic, geometric and trigonometric formulas applicable to the work performed.
  • Civil engineering and survey terminology and descriptive materials including maps, plats, drawings, and specifications.
  • Specification and county guidelines pertaining to improvements in rights-of-way and related projects.
  • Department policies, rules, regulations, and procedures.
  • Mohave County Personnel Policies and Procedures, and Department Regulations.

Skill in:

  • The use of GIS Desktop software in the application of engineering theory to evaluate practical field and office problems.
  • The production of maps and cartographic reports
  • Performing analytical tabular and spatial queries.
  • Preparation of review documents and checking designs, details, estimates, plans and specifications of engineering projects.
  • The basic design, interpretation, development and creation of spreadsheets, databases, PowerPoint presentations, maps and other related products.
  • Written and verbal technical communications skills such as telephone and email standards and etiquette as well as technical report writing.

Ability to:

  • Set priorities, assign, schedule, train, oversee, and evaluate work activities and to persuade assigned personnel effectively.
  • Efficiently organize workload and schedule.

Mohave County provides two options for Self Insured Medical Plan, paid by Employee & Employer, to regular employees (employees who work at least 30 hours per week). Both plan options utilize the Blue Cross Blue Shield of Arizona for in Arizona coverage, plus the Aetna Choice POS II network for out of Arizona coverage; when you need medical care, select a provider from the directory and verify the provider's current status as a network provider. The medical plans include pharmacy benefits.

  • Summary Plan Description
  • PLAN 1: Exclusive Provider Organization (EPO) Plan Deductible $1,000 per person deductible. Calendar Year Out of Pocket Maximum per Single Coverage is $6,300 and $12,700 for Family Coverage.
  • PLAN 2: High Deductible Health Plan (HDHP) $3,000 maximum Out of Pocket for Single Coverage and $6000 maximum Out of Pocket maximum for Family

Out of Pocket Maximum includes medical Deductible, medical Copays, Prescription Drug Deductible and Copays.


Teladoc is a healthcare option available 24 hours per day, 7 days per week, and 365 days per year for non-emergent medical conditions.

Flexible Spending Accounts (FSA)
This voluntary benefit is available to all regular employees working at least 30 hours per week. This pre-tax option will reduce taxable income.

  • Health care reimbursement account: up to $2,850 per year
  • Dependent daycare reimbursement account: up to $5,000 per year

Health Savings Account (HSA)
This voluntary benefit is available to all qualified employees who are on the High Deductible Health Plan. This pre-tax option will reduce taxable income. You may elect to contribute up to the full 2023 annual limit:

  • $3,850 max employee contribution for Single coverage
  • $7,750 max employee contribution for Family coverage.

Dental insurance is available to regular employees working at least 30 hours per week through Ameritas.

  • High Option: $2,000 maximum annual benefit.High Option includes orthodontia benefit with lifetime maximum of $1,500.
  • Low Option: $2,000 maximum annual benefit.

Vision insurance is available to regular employees working at least 30 hours per week through Ameritas. Ameritas offers access to a broad network of independent providers as well as access to out-of-network providers with two plan options available. Plan 1: EyeMed ViewPointe or Plan 2: VSP Focus.

Short Term Disability
Coverage is through Ochs, Inc. - Madison National
Short-Term Disability (STD) is insurance that replaces some of your income if an injury or illness prevents you from working. Provided by Mohave County.

Life Insurance
Coverage is through Ochs, Inc. - Minnesota Life

  • Basic Life Insurance / Accidental Death & Dismemberment of $50,000
  • Provided by Mohave County to regular employees working at least 30 hours per week

Optional / Voluntary Benefits
Payroll deductions are available for the following Optional / Voluntary Benefits:

  • Supplemental Life Insurance is available through Ochs, Inc.- Minnesota Life Insurance Company for employees, spouse and dependent children.
  • Tax Deferred Compensation Plan 457: this option is voluntary and available to all employees through ICMA-RC or Nationwide.

Retirement Systems / Long-Term Disability
Mohave County is a MANDATORY participating agency in these classification-based retirement systems:

  • (ASRS) Arizona State Retirement System: Eligible employees working at least 20 hours per week for 20 weeks or more. MANDATORY contribution rate as of 07/01/2023 is 12.29% beginning on your first paycheck and is employer matched.
  • (CORP) Correction Officers Retirement Plan: Employees in Adult Detention positions with the Sheriff's Office. Contributions begin 90 days after first day of employment. Election rates of contribution are between 5% - 40%; default rate of 7%.
  • (AOC-CORP) Administration of Courts - Correction Officers Retirement Plan: Juvenile Detention and Adult Probation (Superior Court). Contributions begin 90 days after first day of employment. Election rates of contribution are between 5% - 40%; default rate of 7%.
  • (PSPRS) Public Safety Retirement System: Employees in certain positions with the Sheriff's Office. Defined Benefit Tier 3 contribution amount is 9.94%. Contributions begin 90 days after first day of employment.
